How do I check if I have asbestos in my wood floor at home? Who do I call?

My house was built in the 1950's. I just moved in. Under the carpet was wood tile floor. Under the wood tile is this black tar glue.

Who can I contact in the Los Angeles area? I need to know for sure if I have ASBESTOS.
